On Wednesday, a federal judge in California ruled that the Trump administration cannot divert $3.6 billion in military funding towards building a U.S.-Mexico border wall. This decision comes after a Tuesday decision by Judge David Briones of the US District Court for the Western District of Texas, who ruled that the administration cannot use an emergency proclamation to reallocate money that Congress has already appropriated for other reasons.
